Preparing at the peak of the rainy season, the authorities have been carrying out activities to ensure safety for irrigation works in the province. In addition to continuing to renovate and upgrade degraded works, departments, branches and localities are also interested in forecasting and proactively responding to scenarios and plans to respond in emergency situations. out.


According to Department of Agriculture and Rural Development, the province has 53 irrigation works. The total volume of designed reservoirs is 316.28 million m3. The irrigation works put into operation and use have promoted the design capacity, making an important contribution to the local agricultural production (to irrigate about 10,000 ha of agricultural production). 

However, most of the irrigation works have been built for a long time, due to the influence of the weather, so some items are damaged. The system of dikes and dams of many reservoirs has deteriorated, potentially threatening incidents. Through the survey, in the area of ​​Suoi Cac lake (Xuyen Moc district), the rock layer reinforced the upstream dam slope was peeled, the buffer layer was washed away, damaged and lost the protection function, the downstream roof surface eroded by rain. Also at Phuoc Hoa dyke (Phuoc Hoa ward, Phu My town), the entire upstream and downstream roof of the dyke is eroded. Sluice gates No. 8, 9, 10, 11, BS1, BS2, embankment and soil are severely eroded, concrete work floors are peeled, upper and lower walls are subsided and damaged. 

Mr. Huynh Thuc Tien, Deputy Director of Department of Agriculture and Rural Development said, the Department has organized inspection and survey teams on the status of irrigation works, especially lakes and dams in the province. Through review, the Department has classified 15 dams with grade A, 14 to be class B, 1 type C in terms of safety according to TCVN 11699: 2016. In which, Suoi Sao lake due to high risk of insecurity should not accumulate water in the rainy season. The damaged Ho Chi Minh 2, Suoi Doi and Lo O lakes should limit water storage.

Before the situation of lakes and irrigation dams degraded, in recent years, the province has invested, upgraded and renovated many works. According to Mr. Vu Van Loi, Head of Water Management Department, Center for the Management and Exploitation of Irrigation Works in the province, in the period of 2017-2020, the province has arranged more than 3,000 billion VND to maintain and repair lakes, Provincial dams. In addition, water drainage canals are also invested to upgrade and avoid the breakdown of channels when flood discharge. In 2018 alone, Gia Ho I I was built to overflow; repairing and upgrading Suoi Sao, Kim Long, Suoi Doi 1 and Gia Ho Ho 2 reservoirs (Chau Duc district); to renovate and upgrade flood spillways and canals for Suoi The, Xuyen Moc reservoirs and Suoi Bang dams (Xuyen Moc district); upgrade Chu Hai dike (Phu My town). Most recently, repair works, upgrade dam roofs, Plastic paving of the dams of Da Bang Lake (Chau Duc District) and Xuyen Moc Lake with a total cost of about VND 70 billion has been completed, ensuring more safety during the rainy season. And Ba Lu canal, the largest drainage system in the province, when conducting water through the basin of localities such as Ba Ria, Long Dien and Dat Do, has also completed the repair and upgrading with a budget of about 44.9 billion dong. earlier this year.

In addition to upgrading irrigation works, the authorities have also developed standard procedures for each reservoir when flood discharge or abnormal incidents occur. Mr. Vu Van Loi added that in the past time, the Center has informed local authorities about dissemination to downstream people and related agencies at least 6 hours before flood discharge to lakes. small and 3 days for large reservoirs such as Song Ray Lake and Da Den Lake ... to actively prevent and organize relocation to a safe place.
